Why it keeps failing

Environmental hazard

Landfills leach toxins into groundwater and emit methane, 80 times more potent than CO₂ over 20 years. Incinerators release dioxins, furans and particulates linked to cancer and respiratory disease.

Community opposition

No community wants a landfill or an incinerator next door. Planning approvals take years against local resistance, and environmental justice concerns block projects in the regions that need them most.
